Can a small network be hijacked

Any information that would help confirm or deny my belief that a technically savvy individual has hijacked a network and has the ability through means that are not understood fully by me. Can a person with skill sets in programming, computer science, be able slow or interfere network gratify a pathological need to instill an uncertainty among wireless consumers. Please any understanding will be a godsend.
