Buying internet through a representative
I ordered service with an account rep back in October. They said I needed to pay a down payment of $100 but it would go towards my future bills. I gave him my card information over the phone. I got charged my first month. Do out of office representatives place online orders for clients under "anonymous" and are people who do not work in an AT&T office or call center allowed to take debit card info over the phone?

What means "account rep"? Was this in a Sam's, Costco, etc.? Was this someone who rang your doorbell? Was this over the phone?

There are many representatives who are not ATT employees including most cellular stores, big box stores, door to door and online websites… they earn a commission selling ATT products.
This includes running a credit check (SS#), if have no or poor credit would be asked to pay a $100 non refundable credit management fee… refer to the ATT Internet Terms Of Service agreement.
