AT&T did not refund

My AT&T home internet account was activated in July 2019 on my previous address (calling it Address1 for reference). Issue was - no one from AT&T came to setup/install the equipment (router and modem) to start the connection and this can be validated on AT&T's database as well. I moved out of my Address1 to new place (Address2) thinking that the AT&T connection was not setup at all. In September 2019, I got a call from AT&T's collection department regarding by balance due. I told the person that I didn't get any equipment issued on my account which the person also validated. Since, the AT&T's collection department representative suggested me to pay the balance amount to prevent negative impact on my credit history and talk to AT&T's customer care for the refund, I paid the amount. The account was deactivated in October 2019, but since then I have not got my refund even after multiple calls to the customer care.

Can someone suggest what should be done on my case?
