A reconnect fee when the service was never disconnected

How is it possible to have a billing charge for a reconnect fee when the service never experience a disconnection?  NOT even for one minute.  I tried the chat box last month and the chat agent said that a customer service rep would contact me about removing the charge.  And now there is a $9 late fee ON TOP of the $35 reconnect fee.  What do I need to do, or who do I need to talk to about getting both of these charges removed from my account??

Regarding the reconnection fee, if an account is suspended for non-payment, you need to pay a reconnection fee when you reactivate the service. The charge will display on your bill as a Restoral Fee. If the payment is made on the same day of the interruption or after, the charge has to be paid as well as the late fee. This charge can't be waived due to the system charge it automatically. This is a lie about not being able to remove a charge due to it being a system charge. I know that any charge can be reversed and it can also be credited back! Do not believe this lie from any representative of any kind.
