Who to contact at AT&T to get fiber connected to my apartment building?

I live in Knoxville downtown and a large part, if not all, of the neighboring apartment buildings have access to fiber internet. For some reason, AT&T did not connect it to our apartment building although the main line must be running right in front of the building. I've called AT&T customer service to inquire when and how we can get fiber run to our building, but to no avail. Does anyone know where I could officially request access to fiber? At this point we're even willing to pay for it! Working from home on 10Mbps DSL is basically impossible...
