Fiber ordering

Please help as it seems no one so far believes me that fiber is available at my house. My next door neighbor, who is my son-in-law, had fiber installed last week. I checked availability and it says no. However my neighbor on the other side has the option of availability for fiber. In fact the whole street does using ATT's web site. I presently have ATT copper 45MB internet and as a retiree want to upgrade to fiber for all the streaming. I tried the Retiree Discount Number which only repeats not available even though I explain it is, I escalated and the person did not understand so just said not available and finally sent in a requeast for house verification and heard nothing. The frustrating issue is two ATT tech working on putting fiber in the neighbors houses stated definitely I have available fiber because the terminal box is at my driveway!!!. One even offered after hearing of the issue wanted to run fiber to my house and have it ready when I can get it ordered. I refused since I did not want to get him in trouble. Can anyone from ATT override the system to get my house number in it or explain why I can not order it while everyone in the area can?

Address validation,  have a ticket number, can take 3 to 4 weeks.... 

When checking online you are choosing NEW customer, not existing, correct?
