The tech will inspect the conduit and if it meets the minimum specs then they can chose to reuse your conduit if it is clear of any obstructions and does not contain other utility providers cabling or electricity cables.
However 700ft seems like quite a distance from the nearest Fiber terminal. Does you conduit only exist on your private property. There are range limits even for Fiber drop cables.

I plan to use new conduit and close off each end to prevent intrusion of water or debris. I plan to have it buried approx. 1 foot deep with pull string inside.
The AT&T lineman who was installing fiber along poles in front of my house indicated that the 700 ft distance was no problem.
I hope it can be installed somehow.
