Does anyone know an estimated date when this service will be available in MN? Or is it unknown and mostly random when fiber just comes available in your area?

Minnesota, the state, from ATT likely never…. MN is not one of the 21 states ATT has a hardwired residential presence.
Your most likely CenturyLink area, therefore will need to see when they are expanding to your area as they are an ILEC operating in most of the USWest 14 state region as purchased the assets decade ago. USWest became part of QWest in 2000 which became a part of CenturyLink in 2011.
