AT&T Fiber is in backyard but won't splice to my home

I am on a newly developed street that has neighbors down the street who have uverse & internet.  Fiber wires are underground in my street with orange and white flags about 20 ft away from my back door. I keep calling AT&T and they say that I am not available for internet at all! All I need is to have the cable wires from my home connect to the fiber wires in my backyard. How do I get people to do that. I have called AT&T so many times and even had them research my address, letting them know that neighbors have fiber. Help me!!!
