Unburied Fiber Impacting Service?

I had fiber installed yesterday,  but the tech said service would not work because there was a break in the fiber line about 150 feet away. A truck came out to fix it, and when I call AT&T today, I'm told they did, but I still have no service. The representative I spoke with, who was great,  was told by an escalation line that unburied line was impacting the service. After calling the buried line department,  they gave me a 30 day window for when the line will be buried!!!

1. The line needing to be underground bit makes no sense, the light wouldn't care if it was above or below ground 

2. If the line DOES need to be buried,  why is there no urgency to fix the issue? My wife and I work from home now and need this service in order to work.
