Technician said we could get Fiber and now At&T will not make it happen

We had a technician come up to our house and install copper internet(which is extremely slow, can't even watch TV). He told us our neighbor had fiber and they could just run a line. he told us he was busy, though and he couldn't do it that day. Long story short, I have been on the phone with AT&T every day, in all my free time, trying to get the install. Finally talked to someone at corporate who said it was up to the City of Richmond, CA, where I live, needing to create a permit. This is after 3 different service people said they would make a ticket and never did. Because we are in an area with only at&t, I have no other choice. I have to commute 2 hours a day to use someone else's high-speed internet for my job... high speed is needed for my video work. This is completely disrupted my whole life, and all at and t has to do is run a line from my neighbors to our house, but this seems impossible given I can't get in touch with anyone. I'm writing all government officials and will start writing to At&T execs because the original tech said it was possible and for whatever reason it's impossible to get that done with the beauacracy. Any help is appreciated.

It is not running a line from the neighbors house but from the source.

Does anyone else qualify for fiber when checking addresses online.

Residential fiber would only be available in planned deployment locations. 

If your address is not planned for and wish to have ATT fiber then looking at Dedicated Business Fiber around $100,000 should get it installed and provide for 3 years of service. Monthly pricing for DBF starts at $500 for internet 10/10 around $2200 per month for internet 1000.

Do you not have local cable internet option?

what speed tier do you have for ATT? 

Techs do not decide where fiber is available that is engineering and budgets… 30+ million addresses (50% of Uverse platform addresses) within 21 states footprint will have fiber by end 2025 at completion of the 10 year fiber build out. 22 million is completed, have another 8 million to go out of estimated 38 million waiting.
