Servitude on Property

I'm trying to get in touch with someone regarding a servitude on a property I've recently purchased. On March 15, 2005, at that time the company was known as BellSouth, they purchased a tract of land lying in Section 8, Township 19 South, Range 28 East, Louisiana Meridian, Plaquemines Parish, State of Louisiana, consisting of (strip) (parcel) of land measuring 30' x 40'. The original contact for this purchase was the Project Manager Lloyd M. Massey, who is now retired. I need to get in touch with someone as soon as possible, I am building an RV Park on the property and I would like to purchase it from AT&T. From what I understand, a tower was supposed to be built there, but it has been at least eighteen years now and still no tower, so I want to offer to buy it back.
