My neighborhood's fiber is aerial! I had an installation yesterday. The technician ran my drop down the telephone Pole and across the yard is this normal?

It depends...
Was your existing ATT copper drop aerial to house, power aerial, cable aerial? If yes I would expect the fiber to be aerial.
If your current services are buried, I would expect the tech to follow the existing installation and bring down the pole, lay on ground and create a burial request normally performed by a local contractor in many markets.
