No Fiber in Neighborhood Conduit (FOR MONTHS!)

My neighbors and I (and 50+ future neighbors) have been stuck in a months long perpetual loop: (1) service call --> (2) service technician --> (3) unable to install service --> (4) escalation ticket --> (5) ticket incorrectly closed --> (1) service call --> service ad nauseam...

The crux of the problem occurs between #4 and #5 in the cycle, as I've been told countless times now, at some point in the past our neighborhood received an incorrect "sign-off" that all engineering work to run fiber through the conduit and to our service boxes was complete.

So now the bureaucratic incompetence brewed within AT&T enables a seemingly perpetual loop of someone seeing the service ticket, checking the "status" of our service area, seeing a "sign-off" that the fiber work was "completed", closing the ticket, initiating an "exception resolution" callback to schedule installation service, sending a technician out to perform work that cannot be completed -- thus starting the whole thing over again!

Alas, since there is no one to actually challenge at faceless AT&T, I find myself on this forum begging for a resolution for myself, my neighbors, and my eventual 50+ neighbors soon to follow as our neighborhood completes its development.

Sigh.
