New Construction Development

In the next month I will start developing a subdivision in Taylor’s, SC 29687. There is a att fiber optic line running across the road frontage of the property. I am wanting to be put in contact with someone who I can send the civil plans to and begin the process of having the line ran once the roads are installed. What steps should I take from here. I spent over and hour getting passed around over the phone and no one could help. Any guidance is appreciated,
