Natural Gas Utility Encroachment in Nashville, TN

I need a contact to speak with someone about a project I'm doing for a large gas company in Nashville, TN which requires us to get a Letter of No Objection for encroaching upon an AT&T Fiber that runs along I-65.  Please advise or direct me on which department or person I need to speak with about this matter.
