Loose wire from AT&T Fiber outside box

I have a loose wire hanging from my fiber box on the outside of the house. I believe it's likely just a ground that I need to reconnect to the nut at the bottom but I'm not positive. Can anyone confirm?

Yes, that is the tone wire from the drop…

sometimes connected to the nut of the NID.

Its purpose is to allow locator company (811 / USIC) to connector their equipment to the tone wire to mark where the fiber is buried on future requests. 

If not connected to the NUT then USIC has to access the NID potentially damaging the fiber.

This may be a new process to have the tone wire placed outside the NID preventing the need to access inside.
