Lawn is torn up.

A few months ago wooden stakes with ATT written on them showed up on my block marking the easement. There was no notification as to why. Than all the little colored flags and spray paint. Than a month ago I returned home to find a Ditch Witch directional drill is sitting in my driveway drilling holes and messing up my yard and driveway. Whoever was doing it ripped up some sprinkler system. It looks like they were going to try and fix it because there were a few new parts laying next to the large hole in my yard. That was two weeks ago. I haven’t seen or heard from anyone since. I had just paid 600 bucks to have a professional service do my yard. They were here yesterday and fertilized my dirt and hole. How do I find out what is going on?
