Is it possible to speak to management or a person who is responsible for dispatching technicians for installation?

Very long story short, I have had one technician show up on time for my first fiber optic internet installation. He said he needed an additional tech to help and he would be back the next day. Since then I've had multiple no shows from any tech even when I was told one was on the way or that one was already here working. I keep having to make a new appointment, but I'm getting sick of doing that. I was called one by a "dispatch manager" just to tell me I had to wait longer. Is there a dispatch manager? Is there an appointments manager? Is there a way to speak to the technician that is supposed to be installing whatever is getting installed?
