is AT&T still expanding fiber in areas that already have fiber service?
I'm wondering if it is known based of their expansion in other parts of the country is AT&T still expanding their fiber coverage in cities that already have some fiber availability from AT&T , or are they only adding new Fiber locations?

Depending on the area, I expect that areas (zip codes) that are 80% or higher that are fiber will not see 100% while areas that are say 35% or lower (10%) will see more expansion over next 3 years.
My city (county seat) has 3 zip codes and all 3 are seeing expansion, but are likely currently around 30 to 35 % while some main Milwaukee county cities are highly covered. There are other cities in our county where I would estimate are 10% and at least one city on the far west of market that has no fiber FTTP and very little FTTN.
Considering the goal is 30 million (50% of hardwired footprint) by 2026 with about 20 million already covered since fiber expansion began in 2016, new construction is the only thing sure to be fiber as long as at least 60 addresses being built in the greenfield subdivision of the 21 states.
In my observation, population density and ease of access (aerial) with existing FTTN having current internet speeds of 25 to 100 are the most likely to be upgraded. Since July 1st aware of 9 neighborhoods within our city zip codes that have been fiber completed, 7 are aerial, 2 have buried services.
Others experience may vary.
