Internet area manager

I am trying to find the area manager or engineer for Grantville, ga.  I lived in Canterbury springs for 5 years and had the high speed 12mbps or higher internet. We have moved basically acrossed the highway and can't get anything higher than 5mbps and I don't understand why. What has to be done for me to get the higher speeds?  This is needed is our neighborhood badly. Please help me.
