How do I get a technician to show up?

My apartment recently got fiber internet upgrade and I signed up for it mid-November, I got a confirmation email with the 3 hour window for them to show up and they never showed up.

Since then I have rescheduled 4 times and a technician still have not showed up, what the (Edited per community guidelines) do I need to do?

Contact your building management. Often apartment complexes have dedicated att contacts to deal with internet issues. Especially if att is the only service provider for the complex. Do any of the apartments in the same building or floor have service?
