IF a different telco provider is the ILEC for your address such as CenturyLink, ATT will not be an option. The outside lines belong to the ILEC. In my zip code (53188) ATT covers 90% of addresses (total addresses around 14500) with the other 10% of addresses covered by either CenturyLink or TDS. That is about 1450 addresses in my zip code that cannot have ATT internet.
edit... 21.5% of addresses are CenturyLink coverage.

As ATT is not likely to be an overbuilder (think Google fiber as overbuilder) your best chance for ATT internet is to relocate to where the desire service and speed tier is offered.
