Flagged but no work

AT&T is supposed to be installing fiber optic line in our subdivision however they flagged almost 2 weeks ago and no work has been done and I have a front yard full of flags and can't mow my yard.  How long will these flags be in the yard?  Everyone in the neighborhood is already ticked off.

To get status on wire burial, you can contact the Buried Wire Center, which is  available Monday - Friday, 7:30 a.m. - 7:00 p.m. ET at 800-924-9420.

I called this number and asked the girl when someone would be out and she said "I don't know".  I asked who I could contact to find out and she said "this is the number".  I then asked her about our irrigation system being marked or if it was going to be an issue....again "I don't know".  I asked who I could call to find out this info and she said she could give me the phone number that I needed to call if they damaged my irrigation.   ?????  What the heck?  If this is the "customer service" number.......not so much.  Who the heck do I need to contact to find any actual information?
