Fiber Optic Install

Hi! I'm the Community Director at an apartment community in Houma, LA.

We are a community of 124 units. A majority of my residents utilize AT&T services for cable and internet. 

What would I have to do to have Fiber lines run through the community so that myself and my residents can have access to better internet?

Is there someone that can come out and survey the area to see if it's possible?
