Fiber not available at my address, but web site says it is -- how to contact someone to assess?

Sorry if this has been asked and answered.  The AT&T web site insists that my address is eligible for fiber, probably because the surrounding neighborhoods all have it.  But technicians have come out twice and, in fact, fiber is NOT available without some level of construction because of the grade of the property (on a hillside) and placement of area power poles.

Technicians have told me that there's a way to get an AT&T surveying/construction crew to come out and assess what it would take/cost to get fiber routed to the three houses on the hillside, but I can't figure out how to do that...  If you call customer service, they INSIST that the property is already fiber-eligible.  

Can anyone point me to someone/somewhere I can go?  Thanks!@
