Fiber line installation

Should the fiber line be installed on the outside of the conduit with Zip ties?  ATT installed it this way and I’m worried about the durability.  Seems like it would do better inside the conduit and under the ground.  The thin black fiber wire is zip tied on the outside of the white conduit at the pole.

You can see nothing is inside the conduit and the fiber line runs directly into the lawn.
