Facilities difference between Business/Residential Fiber?

How can a neighborhood have the At&t facilities to provide a business fiber account, but not residential? Can someone please explain how the fiber connection works and the difference between the two (business & residential)? Aren't they both run off physical fiber cable? One of the At&t technicians once said the fiber is a light? I can't get any answers from anyone at At&t. They all blow you off. Even the Office of the President. Just mind blowing. Someone has to know. Please help.

business fiber is a dedicated fiber that cannot be shared, businesses pay 10 dollars per foot to have fiber run from the central office to the building, 1 mile is 52K and 500-1500 per month for service, Residential runs a shared fiber split to a certain amount of homes if you were a business that paid somewhere in the range of 50K and that insane monthly fee would you want to share it?
