Cement repair after undergrounding of ATT high speed internet

When can we expect ATT to fix the cement they tore up to underground their cables on my property in Niles, CA?  It was done earlier this year

I hope this works. I called the number for Buried Line Team and the robot hung up on me before I could speak to a live agent.  Crazy.
