Can AT&T fiber use the same fiber line run by RCN/Astound?

My building owner had RCN run fiber lines underground to the building to avoid lines running above ground. If i wanted AT&T fiber, could AT&T technician use the same fiber line to connect service? The fiber line in basement is terminated and ready for an ONT box.

AT&T Fiber installation may require a technician to come to your home, even if you already have other AT&T services. Fiber services require different types of cable and equipment, and the technician will upgrade our internet lines to your home to be sure you have our most up-to-date fiber technology. AT&T Fiber typically takes from four to six hours to be fully installed. Installation can include replacing existing copper wiring with new fiber lines that will provide you with our best internet experience. Here is where you can learn about AT&T Fiber installation.

Simple answer, no … the fiber from RCN does not connect to ATT PFP then to the local Central Office.

You have no connection for ATT service if not connected to ATT outside wiring, in your question to ATT Fiber.

If your address supports ATT fiber then would need new wiring to the building then to your unit.
