By what law or code is ATT able to tear up my concrete?
Can I opt out of having my concrete destroyed? I had my driveway expanded in width to the property line in 2020.. They will also have to cut across a code mandated rain drain buried under the concrete.

Is it over an easement? Usually they will push/bore under a driveway, there must be some reason they can't. If it's over an easement and the only way, they can get from one side to the other is to cut the concrete than they have that right.

if you are talking about the fiber expansion, att and all "utilities" have an easement along side the right of way (road/highway etc). you cannotopt out, but they are mostly drilling/tunnelling under existing sidewalks/driveways etc. - usually only coming up on corners or midpoints along the way where there are green utility boxes (electric and phone usually)
