Buried main line in the yard needs moved

I'm getting the run around right now regarding this.  I called the buried cable division to have main lines looked at which are running on the property line where a fence is going to be installed.  They were great - said it is no big deal for the Repair department to install a new cable to be buried later after the fence is installed in order to eliminate the possibility of interrupting neighbors' services.  Called Repair, they are saying they will not touch it until it is cut and needs replaced....seems like a bad solution for my neighbors with ATT services.

the original owner of the property or house agreed to allow if for a 1 time payment and it stays for life until at&t abandons the easement regardless if the house or property changes ownership, they essentially own that little piece of land which usually includes a 6 foot perimeter around the equipment or 3 feet on each side of the cable , its also agreed that at no time can they be denied access to equipment nor a reasonable path to reach the equipment without requiring notice, these easements are backed by easement laws, you would have better luck getting out of a timeshare than getting out of an easement. laws prohibit blocking, tampering, modifying or destroying any telecommunications equipment

I agree with all the easement statements, you are correct.  This was mentioned on the phone with both spectrum and att, didn't seem to be an issue for either.  The fence once installed would not hinder their ability to access lines or install additional lines.  It certainly seems best to avoid the issue and shrink the footprint of the fence.
