ATT Fiber Installers damaged my power lines

Earlier this year ATT Fiber contractor dug up my yard and had several holes dug using a air boring tool. That tool penetrated my power lines conduit and Severed the powerline. My house recently lost power on one leg of the service entrance cable from the back yard to the house. The repair has been made and I’m looking for reimbursement for the repairs 

I have pictures of the issue and it’s clear what happened. Now I want to make a claim. I have called the phone numbers that I found on here and have not gotten anywhere since I’m not an ATT customer 

please help with establishing my claim
