Wonder About IPv4 Addresses

I've been trying my hardest to figure out what was wrong with my webserver as far as connecting to the wild wild net.  I just couldn't get it to connect until I figure out that port 80 wasn't open on my webserver.  I tried like 10 times.  Will every time I tried I would start from a fresh install of the webserver and notice that everytime I ran it the install, it would increase the IPv4 address by 1.  So if I started out, it was 192.168.1.1 and to this date, it's not 192.168.1.10.  Question:  If I do another fresh install of the webserver, how can I control which IPv4 address to use?  Can I tell the server, no go back and use 192.168.1.10 or there is no chance and just have to stick with the next fresh install as being 11?
