Why isn't smart manger profile blocking webpages?

I have applied a profile in the AT&T Smart Manager app to block specific sites for my kids. So far, it has shown that none of the sites are blocked. I created a test profile to apply to my phone and put in a single random webpage. It did not block that page on my phone using just WiFi and cellular turned off. I have tried using IPs, long URLs, short URLs, domains, and very specific page URLs. At this point webpage blocking just does not work at all for any device. I have paid extra for this ability to control webpage access. What am I doing wrong? Please help.

If you've ActiveArmor advanced internet security. You can filter content for a specific profile (only available with the BGW320).

 

From your computer:

  1. Go to Smart Home Manager.
  2. Select Profiles then scroll to Advanced Content Controls.
  3. Choose Content filters or Web filters.
  4. Follow the prompts to control web content for this profile.

From the Smart Home Manger app:

  1. Open the Smart Home Manager app.
  2. Tap Profile & devices and select the profile you to set up filters.
  3. Scroll down and select Content filters.
  4. Follow the prompts to control web content for this profile.

What you are advising me to do is exactly what I have done. 

From the Smart Home Manger app:

  1. Open the Smart Home Manager app.
  2. Tap Profile & devices and select the profile you to set up filters.
  3. Scroll down and select Content filters.
  4. Follow the prompts to control web content for this profile.

Despite entering a website URL to block (example: https://www.google.com, www.google.com, or just google or Google.com), it does not block the webpage I specify on any device I apply the profile to.

If the AT&T Smart Manager app isn't blocking websites as expected, ensure the app is updated to the latest version. Double-check the entered URLs or domains and confirm they are correctly specified in the profile settings.

I have uninstalled and reinstalled the app. I am at version 2.2401.208 which was released 2 weeks ago. I have all permissions allowed that I can find. I have tried blocking YouTube by putting in the following URLs. https://www.youtube.com http://www.youtube.com www.youtube.com m.youtube.com https://m.youtube.com youtube.com

i have applied the profile to every device that has a web browser. YouTube is still accessible from all tablets, phones, and computers on the network. 

anything else I can try? 
please help

I contacted support via chat and after an hour long session the first person escalated the issue to a second person and they both confirmed that the advanced content control portion of ActiveArmor, that customers pay $7/month for, is not functional. They said that it is a beta feature that developers are working on and AT&T management is aware of the issue and that when the issue is fixed, I will be able to use the web blocking feature.
