Routing and unusually high ping.

I have att fiber and my internet speeds recently have been fine however in games and various programs that require internet connections are yielding very high pings. Like upwards of 1000ms latency that is making gaming and certain programs unusable. I attempted pinging many different IP addresses from my windows command prompt and I'm getting consistent 900 to 1200 ms response times. My internet speed however remains at around 900 megabits per second as usual, but latency is extremely high. I am running ethernet connected directly to my router and modem as well. It is happening to all devices on my network. I have restarted my modem and router many time and powered them off for a few hours hoping to receive a new dynamic IP address. Nothing. I dont know what to do, please help.
