Port 61001 is opened

I cannot pass a pci scan and I am paying an extra 20 dollars a month for credit card processing because of this.  My IT man changed out everything that he could and told me that the problem was with ATT.  I should have stayed with cable.  I switch because of the reward offer which I never received.  Please help me to fix this
