No Youtube for you, low Youtube bit rate #2
This is getting out of hand AT&T, I have gigabit fiber internet and I cannot stream a 1080p video without constant interruptions, It HAS to be a routing/throttling issue. These are the same server I was having issues with beforehand.

According to your tracert, there is no issues. Please keep in mind "* * * Request timed out." does not completely mean that you failed to connect to the address specified and does not mean you are dropping packets.
As you can see in your tracert you are getting "* * * Request timed out." and then it moves on to the next hop in the path, this means the server in that path may be refusing tracert requests for security.
AT&T does not "throttle" services, if your connected to wifi, that may be your issue right there. Otherwise, have you ever thought that the issue could also be on youtube's end? I mean they are providing the content, your just viewing it.
