Fiber cable on the power pole fell off and is hanging to about 5 feet off the ground

I got my fiber installation less than a month ago. A couple of weeks I noticed that the cable that was originally bundled with the rest of the telecom cables on the power post was hanging down close the ground. When the tech did the installation he had to run this fiber cable from the post in the neighbor's back yard. Not sure what happened or why it's not hanging down like this.
