Generally billable charge, you did not call 811 before digging?

If they try to bill you for cutting it. Quote them the NEC code 830.47 minimum depth 18 inches below grade for direct buried broadband/communications cables. None of them follow this. As stated above though you should have called the call before digging number. 

Of course if he called 811, and they marked the location, he still could have assumed he was safe to the standard 18 inch depth.  He would have been wrong...

I think the contractors read it as 1.8 inches.
