AT&T sent me a new modem in order to assign me a fresh IP address
AT&T sent a new modem out because we needed to get a new/fresh IP address.
They told me that was how to accomplish a new IP address.
I received it yesterday, activated it, and got it all set up.
But it’s only one problem.
New modem has exactly the same public IP address.
The whole reason for getting the new modem was to get a new IP address. But we are still stuck with the old one.
Good grief.

Yep, your Public "Dynamic" IP address is very sticky. Changing your Gateway will not change it (as you have just found). The person on the phone may or may not have known that, but it ended the call and you were happy until you got the gateway and found it didn't work, so all your post call customer service quality survey responses would have been good, which is all a lot of CSRs seem to care about.
The only reliable way that I know of to change it is to switch from DSL to FTTP, or disconnect and reconnect service entirely.

FTTP - Fiber to the Premises, i.e. what you have.
