AT&T DNS Server is Unreliable

Is anyone else having the problem of the AT&T DNS server going down several times a day for 3-5 minutes each time?   I am trying to figure out how to complain to AT&T so they will get the problem fixed.  I suspect they have inadequate capacity.  I don't think it is a local proble.

I have AT&T fiber internet access near Chapel Hill, NC.  Often, several times a day, I will experience a period of up to five minutes, typically, when I get a browser response that the browser is unable to find the requested web site.  When this happens, I get the same response to all browser requests, no matter what web site I am trying to access.  Web sites that are not new requests, such as a streaming video, continue to function, so it is not a loss of internet access generally.  I use a streaming TV service, and during these periods, the already on programming continues to play, but new programs cannot be accessed.  

I have self-diagnosed this problem as a loss of access to the AT&T DNS server, but there may be other issues that I am unaware of.  I don't know how often this occurs since I am not using the internet 24 hours a day, but it happens often enough to be annoying.  It is possible that the local DNS server is near capacity and experiences overloads periodically that eventully subside, but I don't have enough insight into the network design to be sure. 

I have tried to change the DNS server options on the AT&T router, but the admin software will not let me do so.  

This problem has never lasted longer than 10 minutes, and is typically over in three to five minutes.  Any suggestions on how to fix this probelm?
