Are the Ethernet ports active and do they provide DHCP?

Devices attached directly pull no DHCP, router attached has no internet

The AT&T Gateway normally provides DHCP service to the Ethernet ports and Wi-Fi unless you disable it.  Is the Gateway attached to the AT&T Network?  Are the lights the correct colors, etc.?
