1000/1000 Upload Speeds Slow

Only getting like 150 up when I should get ~900. I believe Cogent is to blame as a traceroute reveals 4500ms latency when traffic leaves the ATT network and hits Cogent. Sites that use direct peering, like Dropbox and Google Drive are unaffected, upload speeds should be normal there. However, when hitting what is essentially the rest of the internet, there seems to be a routing issue with Cogent, or could be a split fiber line etc. Would love a word from ATT if they're aware of this and if they know of an ETR but no luck so far... anyone? Not a router issue.
