Transfer of Billing Responsibility not working

I've been trying to transfer billing over to someone else and each time I've tried it gives me,

SD035: The information you've entered cannot be used to access this site. The U-verse account owner will need to sign in using their AT&T Account Management sign in credentials.

It wont let me get into the login page at all. All of the techs are absolutely no help, and nobody on the AT&T Website for the Chat box has responded in the past couple days. Please help!

I too am having this problem.  Complete incompetence!!!  We have tried at least FIVE times to transfer billing responsibility to my daughter.  We have done it over the phone, on-line, in store.  Every time they say to wait 48 hours and see if it works.  It never works and we have to start over.  The only alternative they offer is to create an entirely new account for my three lines and get new numbers.  Are you serious???  If this is not resolved soon, we are going to terminate our account and take our numbers to T-Mobile.
