Stolen reward card for early termination fee ($100)

I had not received the gift card for $100 early termination fee when i moved from Xfinity to ATT. ATT claims that the card was mailed and was activated and used. I never received the card. They said they mailed it on 9/2 and it was activated on 9/22 and used few days later. I spent an hour discussing my issue but ATT agent was helpless. They claim they are not responsible for lost/stolen card. When I asked about how do they control the activation process for these cards, they said they ask for card number and zip code that is already on the mail. So anyone who gets the mail can use it. The agent hung up the chat when I asked for the transcript of the chat. I dont think it was a good decision to move the ATT. Xfinity was better and cheaper.
