Is this kind of performance normal for GPON business service?

​Hi everyone,​

​Recently we upgraded one of our sites to "lightspeed" GPON service for business, static IPs, architecture is MPOE mounted Ciena to BGW210-700 and from there into our network. We upgraded from the existing super expensive "Enterprise" level ADI service for simple reason - money.​

​The GPON setup all looks very professional and "legit", however for the life of me performance specifically on the download side is usually about 1/2 of what it should be - somewhere close to 1Gbps which is how the upload shows up consistently on every test during random odd hours of the day.​

​I'm asking because I don't have basis of comparison for AT&T (this is our only site on the lightspeed infrastructure), but other sites riding on another GPON provider (Sonic) perform exactly as expected - consistent 900-ish for both upload and download at any hour of the day.​

​Is this normal?​
