You can’t, at least not yet. The 3G microcell was discontinued and no longer supported. The new LTE microcell isn’t available yet. More info here:

@Pennyb58 AT&T stopped selling them in late 2017. You can find them on eBay but being as they are 3G only, AT&T won't register/activate them anymore because they are in the process of shutting down their 3G/4G network. The shutdown will be completed by Feb. 2022.
AT&T does have plans on introducing a 4G/LTE version early next year and eventually a 5G-capable one. But there is no real public information
available on when that will be, the cost of the unit, etc.

This is why wifi calling is replacing the MicroCell. You don't need a MicroCell if you already have home internet. But you need a capable phone.
