If you're eligible an email will be sent to you with instructions on signing up for the device. Some customers have experienced some issues with the link.
Try these steps if you're unable to get into the website.
Use your phone.
turn off Wifi, and use the network signal.
Type in http://sm.att.com/1e07ceed in a browser.

My guts though say that when AT&T gets through the current wave of deployment to legacy customers, we'll see stock available in their E-store and Corporate operated Brick & Mortar locations.

I have just found this site in an effort to get a cell booster, as the official link did not work and no AT&T customer service could help out. I followed the link posted here and got the message that the ‘promotion’ has now expired. My cell phone does not work at home without a cell booster, which I have had for years. Please advise.

@AnneRW The free offer has indeed expired and was only available to those with an active old 3g microcell. They are also out of stock on the new LTE unit.
That said, WiFi-Calling is the preferred method for those with weak or no tower signal and a decent internet connection. Most phones support WiFi-C. Is there a reason you don't want to use WiFi-C? It's free and easy to turn on in your phones settings.

I haven’t been on here for a few weeks, but last time I was here I did let everyone know that I managed to get the link to work (in a rather corky way as suggested by someone on here). I got a response that my cell booster was on it’s way. I was even given an item number for my cell booster. To date, I have not received it but I am hopeful I am on the list to receive it since I completed the necessary paperwork.
My phone does not work well with the Wi-Fi, never did, and that is why I had a Microcell. My Internet service is with AT&T. LOL
I am not sure where I will go if I leave AT&T. T-Mobile has a huge (Edited per community guidelines) suit against them, for lying and basically screwing their customers. Huge (Edited per community guidelines). That sort of leaves us with Verizon??
I probably need to start hounding AT&T again. They are certainly screwing us, as we pay for a service each month which is not providing us with the phone service we are paying for. I was on the phone with my doctor’s office last week, and the call dropped. It is maddening, especially when it is a business you are calling. So difficult to get back to “a person” without going through a dozen hoops.
If I get any new updates, I will post same on here.

From what I gather, they will have some in stock soon. Keep checking the product page for it.
