Did you purchase the phone new, refurbished, or from someone else?

The error message you are getting is telling you that you can't unlock the phone because it is registered on a different customer's account.  This is most common if you bought it from someone else.  They probably replaced the phone and never notified AT&T of their new phone, so the phone is still registered as active on their account.  If you purchased it refurbished, it is possible that similar happened, but most likely the phone was returned for some warranty issue, and "repaired" and re-sold.  In the process the original owner had replaced the phone ut never notified AT&T that they had replaced the phone, so it was still active on their account. If you purchased it new, I'm not sure how this could happen unless someone accidentally reversed digits in their IMEI when registering a phone with AT&T.
